Sizable funding increases in a number of research areas are negated by cuts in other programs

Research and development funding proposed in President George W. Bush's federal budget for fiscal 2007 is somewhat of a change from his previous submissions. Instead of simply focusing on defense and homeland security spending, there is a conscious effort to improve R&D at several research agencies and to hold back spending at a number of others.
